The work of the JSC Tula Energy Retail Company as a Guaranteeing Supplier receives appreciation from the Regional Government

On 2 April 2014 a meeting took place in the Ministry of the Industry, Fuel and Energy Sector of the Tula Region. The Head Office session on the safety of provision of electricity supply in the region was chaired by Denis Tikhonov, the Deputy Prime Minister of the Tula Region.

Victor Doberstein, the Deputy General Director of TNS energy Group of Companies and Managing Director of the JSC Tula Energy Retail Company, addressed the meeting with a report on the results of the work of the JSC Tula Energy Retail Company in January and February of 2014. During his speech he spoke of the measures being carried out by the Company to provide for the transfer of electricity customers to the service of their new Guaranteeing Supplier – the JSC Tula Energy Retail Company.

According to Mr Doberstein the Company had carried out extensive explanatory work with the consumers, a wide-scale contractual campaign had been completed within the time-frame established by the current legislation, and an agreement had been concluded in the interests of all consumers under energy supply agreements, on the provision of the transfer of electricity services to the JSC Tula Energy Retail Company branch from the OJSC Central and Privolzhie Interregional Distribution Company. In addition collaborative work had been undertaken with the JSC Tula Energy Retail Company branch to prevent the issue of double receipts to consumers - to individuals.

The JSC Tula Energy Retail Company is successfully performing its functions as the Guaranteeing Supplier in the Region. The Company has no arrears on the wholesale electrical energy market, nor with the distribution organisations for the provision of transmission of electrical energy.

However, the work of the new Guaranteeing Supplier is seriously complicated by the growth of consumer accounts receivable. Thus, for example during the first two months of 2014, the indebtedness of the population of Tula and the Tula Region to the JSC Tula Energy Retail Company increased by 216.9 million rubles, and as of 1 March amounted to 328.9 million rubles. The indebtedness of industrial enterprises, during the same period, increased by 165.1 million rubles, while the indebtedness of Housing and Public Utilities organisations increased by 192.8 million rubles.

However, despite the existing difficulties the Tula Energy Retail Company is fulfilling its obligations to contractors and consumers in a timely manner and in full. The autumn-winter period passed as planned, thanks to the competence of the Guaranteeing Supplier.

Note that the JSC Tula Energy Retail Company, in accordance with the Order of the Ministry of Energy No. 882 of 10 December 2013, was recognised as the winner of the competition for the assignment of Guaranteeing Supplier status in the Tula Region.

On 23 December 2013, by the Order of the Ministry of Energy of the Russian Federation No. 911, the Company was officially assigned the status of Guaranteeing Supplier from 1 January 2014 for the city of Tula and the Tula Region (with the exclusion of the areas of activity of the Guaranteeing Suppliers in the cities of Novomoskovsk and Aleksin, and also the territory which is serviced by JSC Oboronenergosbyt).
